AHC:2nd or 3rd worst 1900s possible

the challenge I present is to create the worst possible 1900s possible with only three things that have to remain constant
1.The allies have to win the world wars if they occur
2.no nuclear war to the point of human extinction or the destruction of civilization as we know it.
3. The the united states or whichever democratic Super power exists has to "Win" the cold war, if one occurs.

A Cuban Missile War. The US would be hit, but not crushed - the Soviets didn't have enough ICBMs in service, nor enough bombers to score massive hits. The US would fairly obviously have 'won' the Cold War, on the basis of the USSR having basically collapsed in a nuclear firestorm. Europe would be badly hit.

Worse yet, American society could take some rather nasty turns. There's going to be a lot of attempts to deny the reality of what was done to Russia, and it's quite plausible that the US government takes a turn towards fascism.

If you don't want a nuclear war at all...
Have there be a Great War, but no World War II. Have fascism become the dominant form of government worldwide. There may be regional wars - a Nazi-Soviet war, a (fascist) US v. (fascist) Japan war, etc. - but no outright Second World War; it's clearly a nasty world, though.
