ah wi Best French Revolution outcome

Could France have become a Republic with at very least a majority of men voting in honest free elections by 1800 without the terror and with as little war as plausible?

How big an impact would the example have?
 
France doesn't take part in the American Independence war, so the Kingdom is not bankrupt and the American insurgents loose the war because of a lack of resources. The people of France is not so poor but is fed up with the idle nobility and demands equality for everybody. Louis XVI, who never wanted to be the King, is too weak and is under considerable pressure from both the Tiers-Etat and the upper-aristocracy. The privileges are abolished but the neighbouring countries decide to attack the country (they express concern about revolutionary contagion). The King refuses to wage a war against Austria, Prussia, Spain or England so the National Assembly removes all the royal powers and organizes a referendum (only the wealthiest male property owners can vote) to establish a Republic.
 
What was Britain's attitude to revolutionary France early on before the started lopping heads off? I have vague memories of their being if not pro-revolution then at least neutral due to them seeing it as France finally modernising somewhat along British lines away from absolutism and towards something resembling constitutional monarchy, at least until it all went sideways. If you can keep them friendly then even if other countries take against the new government it weakens their position since IIRC it was British funding that kept a number of the Coalitions together. Speaking of Britain if there are no excesses or they're at least mitigated then it could also effect domestic politics since the reformers won't be tarred with the same brush and the government won't pass the restrictive legislation it did out of fear of it possibly spreading to the UK.
