In 1775, the newly created US Navy was in need of a naval jack. It should be something totally different from the British ensign to avoid errors and at the same time a symbol of defiance.
Somebody suggested using a rattlesnake. However, his pronountiation was so bad that everybody in the room heard "a rat's end, naked". By the time it was clarified, though, it had been already voted and adopted.
In 2001 US president George W. Bush decided to adopt a similar navy jack that would remain in effect for the rest of the War on Terror:
