What does POD mean? I assume it means start.
Welcome to the board. Its an abbreviation for point of departure. I.e. the point from which the alternative TL [timeline] develops. Unfortunately there are a lot of abbreviations in this hobby and got used to a lot of them. Probably some list somewhere.
Would the German people really desire another war? Their country had been terror bombed to pieces by the Western allies, why wouldn't that happen again? In the 50's both super powers had nuclear weapons. If they'd tried to grab neutral countries like Switzerland, Austria or Yugoslavia the pattern would be well recognised and they would be stopped.
Lack of manpower and weapon industry are other factors.
A lot of Germans would have been very reluctant, as I think many were after WWI to consider another war. Also they were is a markedly worse position and any German military build-up would have been very carefully watched by everybody else. Although the German military leaders held prisoner after WWII, was it Manor Farm, always get the name wrong, spent a lot of time discussing what mistakes they had made in waging the war and how to avoid them the next time.
The real problem I can see with the idea is that I can't see the Germans being able to secretly build up a large nuclear force. They wouldn't be allowed a non-secret one and either a war without one or evidence of a secret German bomb project and I can see the Soviets at least removing a city or two.
