Well, the main problem is that towards the end of his reign, Dom Pedro II became very withdrawn and stopped caring about whether he ruled, which is why he was reckless in pushing through the slavery ban. Perhaps you could have him die earlier, resulting in a stable transition to his son, and thus a more proactive monarch. This would probably eventually evolve into a constitutional monarchy.

Both his sons died in childhood; his heir was his elder daughter, Princess Isabel, the Princess Imperial. Who although given a top quality education equal to a Prince, was not prepared in any way to become Empress. She was never allowed to see state documents, accompany her father to government meetings, or even attend imperial audiences with petitioners. He wouldn't even discuss politics with her or her husband. He did make her Regent whenever he traveled abroad, but otherwise never gave her or her husband any official role. That being said she was a very smart woman who'd probally have been able to overcome her lack of preperation for the throne if ever actually became Empress of Brazil.
