AH Challenge: Secret Police in a Democracy

I was thinking for somewhat fantasy version of a secret police, that they could be part of the democratic process.
Imagine if the STASI's listening devices and informant system was simply a very thorough polling service. Voting would be easy for east germans because they could do it from the safety of their own home, or street, or conversation. The censorship party organs would shut down and freedom of choice would reign. Just your average citizen would have no idea they chose any thing. Instead of sham elections they would have sham dictatorship. I think this might not prolong the East German State. But it would be interesting if a Federal German State decided to give the system a bit of a try.
 
Its a tax service. A tax service can ruin anyone's life in any country and can do so regardless of politics. Its not a secret police force, nor is it some destructive arm of big government.

I said "if abused", which directive would have to come from the executive branch (most likely the Oval Office). And like any government agency, it's subject to influence and corruption. OK, to split hairs somewhat, the IRS could be something of an enforcement branch, not unlike any licensing bureau in any of the old-school city political machines (case in point: Philadelphia. That machine used the L&I bureau to impose stringent sanctions on opponents: one's plumbing could be found faulty, with the bathroom ripped apart on the spot.)
