I've often wondered why, after the end of the Cold War, NATO and the EU expanded into Eastern Europe--but ignored Russia. Why didn't they start accession negotiations with Russia itself to join NATO and the EU? This seems like it would alleviate Russian fears about being "locked in" by NATO expansion, especially if accession for other Eastern European states was delayed until Russia was a member. As such, I am asking whether YOU to imagine scenarios with a POD no earlier than 10th of November 1989 where by 2010 Russia is:
* A full member of NATO, on par with the US, UK, or Germany.
* Russia is (at a minimum) an "Eastern Partner" of the EU (similar to the Ukraine now)

Bonus points for Russia having advanced farther into the accession process than merely "Eastern Partnership". Double bonus for actually having it be a member of the EU. Triple bonus for having Russia join ERMII. Infinite bonus for having it adopt the Euro.
