AH Challenge: Post WWI United Europe?

After playing Resistance: Fall of Man I was thinking how they had a different end to WWI;

The alternate history of the Resistance series diverges from current history primarily at the end of Wolrd War I, leading to a prosperous European alliance and worldwide peace, preventing the Great Depression, the rise of the Nazis in Germany, and World War II, but also leading to the rise of an isolationist Russian Empire, one that is still under Tzarist rule as Lenin's Revolution was squashed.

PODs are that the Tzar Mikhail puts down the revolution shortly after it begins in October.
A key point of the Treaty of Versailles called for the creation of the European Treaty Organization (ETO) amongst the European Entente nations with the the Germany and Austria-Hungary as Observation members who join fully in the 1930's. The aim of the body was to usher in a new era of European cooperation after the strife that cause the Great War.
Butterflies include; "Green Tuesday" in October 1929, economic uncertainity on Wall Street caused by the fear that the Smoot-Hawley Tariff Act will be passed sends the Dow Jones down 5% in a single hour. In a radio address President Herbert Hoover promises to veto the Tariff Act, thus sparring global trade from crippling taxation. By the end of the next trading day the Dow Jones fully recovered from it's loses.
The Weimar Republic survives; in September 1930, the German government gains support as result of Germany's recognition as a full-member of the ETO. Solidified, the government gains reappointment into the Reichstag in the general elections. The National Socialists party's extreme agenda is ridiculed and marginlized becoming a footnote in history.
1935, US President Franklin D. Roosevelt creates the Works Progress Administration (WPA) to bolster the economy. Over the next ten years, it builds 650,000 miles of roads, 78,000 bridges, and 125,000 bridges.
August 1936; the Olympic Games, eager to fully restore it's credibility on the world stage following the Great War, Germany hosts the most elaberate Olympic fortnite in modern history. Track and Field star Jesse Owens becomes the first American to win four gold medals in a single olympics.
??1938, the nations of Europe create a military treaty organization entitled United European Defense (organization).
December 1938, Roosevelt vs Taft in a political battle over military spending. Department of War budgets include plans to make the US Navy "blue water capable" to secure shipping lanes in the open ocean. This is in response to increased trade between the US and the ETO. Senator Robert Taft, a staunch isolationist, views the naval expansion as a step towards international political involvement and foreign military intervention.

So is this at all plausable?

...Well... It's quite original and better than most for something mainstream and only tangentially AH, but personally I think the ETO is a bit forward-looking for immediat postwar Europe. Not impossible; but you would, I think, need to put a bit of work into making it look plausible.
 
Not very credible, IMHO.
  • 1929 Wall Street bubble cannot just be butterflied away with a handwave
  • if the recession is butterflied away, why FDR wins in 1932?
  • A-H continuing to exist after WW1 has been put in by an austrophile from this board



These are just off the top of my mind. The best chance for a united prosperous Europe would probably come after an early CP victory, and be masterminded by a Germany not yet under the spell of Ludendorff
