(Note: I do not agree with the lunatics in the OP or find the implementing of Kaufman's plan to be likely. This is a challenge for a reason.)

Imagine for a moment an enlarged Luxembourg, a Netherlands that stretches past Bremen, a French-Polish border. This is a world without Germany.

During World War I and World War II some fringe thinkers, from both sides of the pond, advocated having Germany completely destroyed and for its territory to be annexed by surrounding nations. These lunatic thinkers felt that Germany was a dangerous rogue state, that needed to be totally erradicated to 'protect' the rest of the world. Germany itself, and all of its people needed to be wiped off of the map ~ literally.

One of these radicals was a man by the name of Theodore Kaufman, a self-published political activist most noted for his pamplet Germany Must Perish! Kaufman's controversial book advocated (among other unfortunate things) the dismemberment of the German state and a "sterilization of the German people". Ironically, Kaufman's book recieved more publicity from the Nazis themselves than anyone else. The Nazis used the pamphlet as the basis of a multitude of propaganda. They reprinted Kaufman's speculative maps and depicted a dystopian future led by the Allied leaders of the time. The Nazis hoped to scare the German people into supporting them. One such poster is shown below.

Not even the Morgenthau Plan, used in a similar fashion by the Nazis, never envisioned annihilating Germany, just dividing it and neutralizing its ability to wage war economically.

Although the plan was suggested, obliterating Germany was never seriously considered an option. The plan was too unthinkable. Although the war had a bit of an apocalyptic flair to it, none of the Allies were that bitter toward Germany.

Your Challenge (should you choose to accept it) is...

With a POD no earlier than 1917, have Germany erradicated and its lands annexed by the surrounding nations. This should happen no later than May 8th 1945, the OTL V-E Day.

Be sure to include the effects this has on the world in the subsequent years.

Good Luck.
