AH Challenge: Napoleon III's Empire Survives, Becomes Superpower

'Tis simple, have Napoleon III take his empire to victory in Mexico and the Franco-Prussian War as well as general diplomacy and use that to build a French Empire that dominates Europe.

Bonus points for incorporating Spain, Gibraltar, Belgium, a surviving Ottoman Empire, a big chunk of Germany, and so forth.

Extra bonus points if you can have the world outside Europe occur much as it did OTL.

Napoleon III does better.
I let it start at 1830, the Belgian revolt. Another deal is made and Belgium doesn't become independent but is divided by France, the Netherlands and Prussia. Lets say that the POD is Prussia helping the Netherlands. The Netherlands gains the Flemish parts, Prussia Luxembourg and France the Walloon parts (including Brussels and Louvain). This gives France some much needed coal. (France doesn't get all of Belgium because Brittain does not want France to gain a larger coastline). Napoleon III becomes emperor in the same way as OTL. 1870 the Prussians/Germans go to war, but because of butterflies (better industrial base because of Wallonia, different border with Prussia) France does better and beats Prussia. France gains Luxembourg and a large part of the rhineland.
