AH Challenge: More Senate Majority Leaders as POTUS

In memory of the Late Senator Robert Byrd(D-WV), the question popped into my head on why we haven't seen more Congressional Party Leaders as President IOTL. However your opinion on LBJ personally, you have to admit the rate he was able to push his programs and agendas through congress really haven't been replicated since. So what would it take to break our preponderance of Governors(4 out of 8 our last Presidents) and more Presidential Nominee's actually being the leaders of said party in the Senate? The only rule is that it has to be post 1968...Have Fun discussing:D
 
Easy. Ted Kennedy retains the Whip post in '71, is elected Majority Leader in '76 when Mansfield retires. Reagan beats Ford & Carter in '76 but since '80 rolls around before the economy starts upticking Kennedy defeats him in '80. Ted Kennedy goes on to be a two-term President, but has a rocky tenure- losing defense appropriations battles and philandering similar to Clinton IOTL.
