AH Challenge: Mexico Stands a chance

I have seen this thread on the board lately, Mexico joing the CP, but it always ends with the conclusion that Mexico gets curbstompted by the USA. So, your challenge is to have Mexico join the CP and stand a chance against the USA. POD can be after 1848, but don't go the easy way and balkanize the US. Also, WW1 has to go similiar to OTL, starting in the early 20th century. Go!

The Mexican dictators ally with Germany starting in the 1870s and after possibly because of their common enemity with the French. This helps Mexico industrialize and build a huge army. By World War I Mexico is one of the great powers.

That's an interesting idea, since in 1872 the wounds of the French occupation are still fresh.

Have the constitution of 1824 guarantee freedom of religion. Mexico must attract more immigrants from Europe. Alignment with the UK might give the USA second thought before attempting any land grabs. This presuposes a liberal regime could remain in power. Increasing the population in texas and California would be key to retaining the northern territories.

If that happened, Mexico falls apart. Back then, the Church and the army were the only stabilizing factors in Mexico. If you want to see what the Mexican elite was reading, try Du contrat social ou Principes du droit politique.

Have Texas gain less settlment beacuse of an early dictatorship in Mexico. Mexico is able to crush France and create a Naval blockade against them. Germany becomes a strong ally against France moving soilders.
Mexico goes on to send help to the Cuban rebels, and in 1892, they wage war with Spain. They take Cuba and most of the Carribean, leading to them comtrolling a vast economy.
By 1914, they control all of thier old territory, plus most of the Carribean and parts of Central America.
WWI starts as usal bu the assasaination of Ferd. Mexico having friends with Germany joins the CP.
They begin invading Oregon and the Midwest. It easier because Mexico had had militaries on the border.

Exactly what world are you talking about?! Exactly what are the Mexicans going to 'create a naval blockade' against the French with?

I think he's playing a game of Victoria.

More seriously, I'm confused about the OP. Is the challenge for a POD after 1848 or anytime? Because if it is after 1848, then there is no point in talking about keeping California or the Northern territory. After 1848 would be very difficult and would need sufficient changes to guarantee the butterflying of the Zimmerman telegram, and possibly even the Central Powers/Entente with neutral U.S. background. Before 1848 would definitely butterfly everything, but is a little too easy.

Despite having two Coast Lines, Mexico has never been a Naval Nation.

Maximilian set up a government Bureau to promote expansion of Mexico's Merchant Marine.
One of the first things Juarez did on regaining power was to kill the Bureau and sell the ships to Several American Shipping companies.

I've been playing with a timeline that Texas doesn't join the Union and ends up being forced to formally accept the Nueces River as the boundry between Texas and Mexico after a second war with Mexico when Texas recognized Californian independence(which got crushed too).

Still not sure where I want to go with it, by the time World War I came around I was thinking about Mexico going with the central powers and Texas with Britain. Sorta meets your requirement.
