Three Emperors Pact Signed!

Associated Press, 12/1/1950 - The skies over Johannesburg were practically choked with airships this morning as the Airfleets of three of the world's greatest Empires converged upon this normally sleepy city on the African cape to mark the conclusion of one of the most important alliances in modern history. Emperor Osman IV, of the Ottoman Empire, Emperor Pedro III, of the Empire of Brazil, and Emperor Xingche, of the Chinese Empire, gathered here to meet face-to-face for the first time and to cement their new relationship with gestures of good will and the signing of the new Pact between the three great Empires. The complete details of the alliance have not been released as of this article's writing, but it is known that this will serve at the very least to significantly strengthen military ties between the three powers. This pact has come under criticism from both sides of the Iron Curtain, with diplomats in the United States, France, and West Russia unanimous in their condemnation of the move, asserting that the alliance will unbalance the already precarious balancing act of world politics. Sources close to the three Emperors rebuffed such criticisms, maintaining that the Pact is meant to represent a "third way... ...[a] refusal of each of the three powers to play the game by the rules set down unilaterally by the Winter War players..." How this alliance will ultimately impact the global stage remains to be seen, but it is likely that such an impact will prove to be immense.

Well, there it is. My challenge is to make this article happen in a timeline with a POD no earlier than January 1, 1800 and no later than December 31, 1899. Some degree of implausibility is acceptable, so long as it is kept within reasonable bounds.

Come on, no takers? Its a monarchy-wank with three of AH's favorite Empires and it has zeppelins! Is there no one brave enough to try their hand? Like I said, its can be implausible but preferably not ASB.
 
Qing successfully modernizes in the 19th century, the Republican Coup fails in Brazil, and the Ottomans remain neutral in World War I. The Soviets rise similar to OTL, but White intervention leads to a monarchist state in European Russia, while Siberia goes Red.

Since you don't mention Britain, I suppose they collapsed into a 1984-style communist dictatorship, with control restricted to the British isles. But most of Europe is organized into a US-led NATO type thing, as a counterweight to The International.

Faced with competition from the Communist International and the republican NATO, the strong monarchies of the world signed a pact to combine their efforts to resist their enemies.
 
The POD is that a city on the South African coast is renamed Johannesburg. Johannesburg is located very far inland and in no way could be described as a "sleepy city on the African cape" as it is about 1000 miles away from Cape Town.
