AH Challenge: Kreuznach as Capital of Germany

Alright, so your challenge is to make Bad Kreuznach* the capital of Germany** without drasticaly alterig history to the point that
Europe becomes completely urecognizable.


*The city's names can be Bad Kreuznach, but should preferably be just Kreuznach.
**Has to contain atleast the lands of the FGR.
 
When the "temporary" capital of the FRG is chosen the application for Bonn is lost in bureaucracy. A temp files an application for Kreuznach as a joke, and it is accepted because the republic needs a capital ASAP and there is no time to find another suggestion.

Kreuznach is then developed until the point where all essential German services (at least in the west) are head quartered there in fancy new buildings and the infrastructure becomes the best in all of Germany. Then when reunification comes the new unified German government decides during a budget meeting that moving the capital again would be way too expensive and impractical and while Berlin is designated the official capital and the reichsdag moves back there the rest of the German government and high courts and what have you stay in Kreuznach, and the two share an ambiguous and unclear relationship where it is not clear what is and is not the "real" capital of Germany (kind of like how South Africa or the Netherlands have it today).

Because of its position near Frankfurt and on the borders of Bavaria and Prussia, the city becomes essentially a virtual rallying point of the reactionary monarchies in 1848 after the falls of Berlin and München to the liberal revolutionaries, the diet of Frankfurt doesn't happen and it remains a free city but the de facto capital of the german confederacy remains in Bad Kreuznach. Although Berlin is shortly considered for a capital of the german empire, Bismarck and the bavarian foreign minister end up agreeing, as their respectives kings do, that the imperial diet should remain in Kreuznach, out of tradition or some such excuse.
