The ship was the USS Lanikai. See "The Strange Story of USS Lanikai" by Rear-Admiral Kemp Tolley, page 122-125 in "Air Raid, Pearl Harbor" by Paul Stillwell. Most of the reading I have done indicates that the last thing the US wanted was a war with Japan in 1941, as plans to reinforce Wake, Midway and the Philippines, not to mention Hawaii, were not going to be complete before April 1942.I remember reading in WW2 magazine about an attempt to incite an attack on an expendable US naval vessel. This happened just a few days before pearl harbor, and the ship didn't get into position before the war started. This incident, which was arranged by Roosevelt might have been enough.
The point is that saying Roosevelt expected the Japanese to attack Pearl Harbor is conspiracy theory. However, clearly Roosevelt needed to be able to get a declaration of war from Congress if Japan attacked Britain and the Dutch without attacking the USA.
