As for policy stuff, maybe have the economy go back for a double-dip instead of recovering as well as it did. Clinton would get blamed for that. For the health care bill, it is harder to judge. The bill was very unpopular. One of the OTL reasons that they lost the election was because they pushed so hard on an unpopular bill that ultimately failed to pass anyway. So the message to the voters was two-fold: (a) they disagree with you on health care and (b) they aren't even organized enough to accomplish anything. That being said, I'm not sure whether being successful will help or hurt them. People could either react with "Oh great, they passed this monstrosity, now we hate them even more" or with "Well, they're wrong but at least they are competent, so maybe give them another shot." Either way, it would be too soon to see the effects of HillaryCare by the 1994 elections, so having it pass and then fail spectacularly doesn't seem like a viable option to me. Clinton could also go more extreme into gun control. That could alienate some voters.
