Prussia was the fat dominant cat of the German Reich whose end first came with the Gleichschaltung in the Third Reich and later by Allied-order dissolution as a formality.
No Adolf Hitler, no end to Prussia?

Stop, there have been notable secession movements particularly in the western parts of Prussia. There has been a German-Hanoverian Party demanding the reestablishment of the Hanover Kingdom that was degraded to a Prussian province in the 1866 German Wars and survived into the Weimar Republic and even had a Federal German daughter party called Lower Saxony Party. And the rather Catholic Rhine province has also been a traditional candidate to secede from Prussia.

So here's your challenge:
Create a TL where at least the provinces of the Rhine and of Hanover secede from Prussia and become ordinary German states just like Baden or Saxony. The more provinces Prussia loses, the better. The only rule is that you can't do the challenge by suspending rule of law or any comparable revolutionary means. Anyway, republicanism lacks the difficulty of dynastic rivalry and may rather help in that scenario, so yes, think of a surviving Weimar.
