AH Challenge: Belgian Fascism.

Alright, I've got a challenge for you guys: Have Belgium become a fascist state sometime in the 1900s, and if possible, have it exist to the modern day.

What makes this interesting is that unlike the Italian, German, and Spanish fascist groups, Belgium has a divided culture. A potential fascist leader cannot draw upon a shared cultural identity, and will have trouble forcing one language upon the people.

Flemish might work, but then you'd have to make the Flemish far more powerful than they were in OTL.

Thoughts on this challenge?
 
Although it was more racial than language based, Brazilian Integralism might provide some lessons. Also, I imagine clerical fascism could work well. Catholicism in opposition to the Protestantism of the Dutch was always a part of the Belgian national identity and Belgium was the center of the "working priest" and social Catholicism/Catholic worker movements- which like it or not did tend to blend into Fascism across Europe.

Also, shameless plug: Belgium is one of the countries that the Boulangist idea may be exported to. Not quite Fascism.... but getting there.
 
I think Rexism might be the best bet.
While it was mostly supported by Walloons it was'nt a Walloon movement.
