You see, I like balkanisation*. It makes for very interesting worlds where there are lots of little conflicts and stories to tell. But, maps and TLs usually involve de-balkanisation (usually laziness
) and not the opposite. So, your challenge is to make at least 193 states (they can be puppet states,, but you'll see later how I'll blok massive puppet-stating) by 1900.
They have to be only really little Great Powers (by OTL 1900 standards) or minor regional powers (say, Texas and a coastal Louisiana state would be regional powers).
Bonus points if there 500 states, bonus points if only very few puppet states, bonus points if no mini-Great Powers.
