not quite.
there are gods in Buddhism, called "The Four Heavenly Kings".
however, there are different branches, and as a Jodo Shinshu Buddhist i've never heard of the "Four Heavenly kings".
also it was not uncommon for Shinto gods to be seen as a Manifestation of a Buddhist Bodhisattva, so Shinto influences were seen in Buddhist temples, even to this day.

The heavenly king belongs to Taoism.

And when you say god, what kind of god? A creation god? A god that is in charge over the affairs of mortals?

In that sense, the heavenly kings can't be considered a god because they do not play a role in creation, nor are they tasked directly with interfering with the affairs of mortals.
 
Does Albania under communism qualify, it banned all religious pratice and was called by it's party "the first atheist nation in the world' whicj viewed this as it's greates achievment.
That's a common misunderstanding. A atheist state doesn't ban religious practise. It only doesn't support religions.
