The FBI started investigating Agnew's bribery and tax evasion in 1971. Lets say that the complete the investigation and Agnew is indicted that year. With the evidence against him he would seek a plea bargain. Without Watergate the Justice department would not be so easy on him. He could probably negotiate how much prison time not if he was going to prison. He resigns and pleads Nolo Contendre on October 10. 1971. This is before Democrats for Nixon, so John Conally is not as controversial. So Nixon gets his first choice as new Vice President. Nixon Conally wins by a landslide in 1972. OTL John Conally was indicted for bribery on the day Nixon resigned. ITTL the House Judiciary Committee begins impeachment hearings. On October 17, 1974, after Nelson Rockefeller is confirmed as Vice President, they finish the articles of impeachment. Conally resigns on October 21, 1974. Rockefeller is defeated in the 1976 Republican primaries by Ronald Reagan. Reagan loses to Jimmy Carter. In 1980, George HW Bush is elected president. The tax and budget cuts are enacted in 1981. Bush engages the Soviets more and there is an earlier IMF Treaty. After Bush's two terms. Bob Dole wins in 1988. The Persian Gulf gave Dole great popularity. Dick Gephardt did not run in 1992. Bill Clinton wins the election. Because 1974 was an even bigger Democratic landslide. Clinton served two terms in Congress before being elected governor in 1978. He understands Congress much better than he did OTL and is able to pass a health care program. There is still a Clinton scandal. Al Gore does not effectively use the popular president and loses in 2000. John Kerry is still the nominee in 2004. He still picks Barack Obama as keynote speaker. Obama becomes a rock star and is elected president in 2008. What is the Obama administration like without the Affordable Care Act?
