Is there any reason given in the book/movie why Europe isn't hit by a Soviet strike? It seems implausible to me that that the UK and France at least would be left untouched given their nuclear arsenals. And in the former's case being a base for US forces also. I'm not saying there couldn't be such a reason, just can't think of it at this hour of night here after a couple of gins and glasses of wine.

As can be seen, I haven't come across the book in question - is it worthwhile reading?

In the Salamander "Illustrated Guide to Strategic Weapons" 1988, it stated that that both the US & the USSR's nuclear strike capability was so enormous that they only considered it each others arsenals a threat and both France and the UK's as a mere pin prick.

So I'm presuming that the book is stating that the UK and France are spared until a later date with the anti-nuclear brigade (CND etc) doing most of the work for the USSR and thus allowing the removal of their respective nuclear forces which would in effect allow the USSR to roll up to the Channel.

That's what I personally imagined from the book while reading it. Others might come to a different conclusion.
