only problem is one needing strength through power and position, the soviets are at the logistic end of both, hike the west is getting going. The west could dictate more if it wanted, Stalin while he could put up a fight, honestly new it would be a lost cause. Yalta was the agreement to be kept. If the west said east Prussia needs an occupation split then that would be what probably would have happened. The soviets put everything on the table to get to Berlin, and they new what was coming on the weapons drawing board
Does Roosevelt need Soviets in Far East? If so, he would be entering Stalin's ass as otl.
 
I think that's reversed ;) on the ass part.

A lot of it was bargaining, playing god. The west used the soviets to buy time and not outright support them full time. Allies in name and commerce, but that's about it. Soviets are xenophobic and the west is anti communist. But that said I could see, if Roosevelt knew the bomb was coming, knew he had an asset, he might bargain more. The only problem with the whole premis is that no one card about Prussia.

Poland wanted its renegade kingdom back, the rest of the world wanted its name removed in revenge. prussia just built up so much bad blood that , frankly in 1945, you have 100 years of Prussia poking everyone in the eye and kicking a few square in the balls. People wanted a noose
 
Make World War 2 much more bitter, and Stalin deports the surviving Germans east of the Elbe to Siberia.

Later, the Soviets create a Prussian SSR from among the Germans in Siberia.

Make the victors decide to permanently partition Germany. Then they need to keep Prussia and Bavaria - the only real traditional territorial states. The rest are artificial teritories created by Napoleon that have no other national identity than German.

You can create Bavaria, Rheinland, perhaps Hannover - and Prussia and hope for the best.
