Well South Africa is going to get more political space to fully enact the vision of the Afrikaner Broederbond, so that won't be pretty. The North African littoral might be in Italian hands depending on how things pan out so Mussolini will be able to finish his Fourth Shore project in Libya and fully Italianise it.
Sub-Saharan Africa {discounting the Horn} becomes host to British and U.S interests since Italy doesn't have the power projection and Germany won't be interested {also she lacks the power projection}. Vichy France might do some things but I don't think they'd be able to compete with the British and U.S.
So, on the whole, Africa is screwed. But it'll probably be better under British/U.S influence than Fascist influence. Probably.
