The Taliban would likely no longer exist, or if they did would be much weaker, then again they may end up regrouping after the USSR falls,
which it is still going to do even with this happening.

Iran may end up having similar relations with the U.S. that Pakistan or Saudi Arabia do.

Afghanistan itself may very well be better off, though whether it would be a Presidential Dictatorship like most of Central Asia or become
a Democracy (much more likely than its neighboring SSR's) would depend on the circumstances of the time.
 
By the time the war started that was already an impossibility.

Now, an Afghan SSR, sure. Not easy, but possible. You can probably even set up a 1920s Point of Divergence such that come the 1980s a much stronger Soviet Union invades for some alternate reason and pulls this off. But by the early '80s.... too late for this.

For one the Soviets didn't want to.

The USSR was never going to annex Afghanistan. If they somehow managed to set up a stable government and grind down the mujahideen, then expect the USA to pump aid into Pakistan like crazy.
