Acts of Union of 1800 delayed: A Britannic Empire?

PoD: Due to internal troubles and intensive debates in the Parliament of Great Britain and the Parliament of Ireland the Acts of Union do not pass before fall of 1804.
Meanwhile, on the continent Napoleon still declares in May of 1804 that the French Republic wil become the French Empire, and in August, Franz II of the HRE declares that the Hapsburg Heredeitary Lands will become the Empire of Austria.
What are the odds that in GB&I people are now convinced that if there will be a new political arrangement anyway, there should be an Empire with an Emperor of Great Britain & Ireland?

My hunch is that, given the acrimony and gridlock in Parliament, the odds are slim that such a consensus would be reached and successfully enacted.
 
Why would they want to emulate Napoleon? Taking the Emperor title at that time seems especially unlikely.

i doubt there would be any enthusiasm for taking matters further
