Achaemenid Empire question

So I was recently doing some research on the Achaemenid Empire and its administration when I learning something I was unaware of. Apparently there were different levels of satrapies (provinces): by that I mean there were about seven or so Great Satrapies and under them were more main/minor satrapies. Basically what I'm wanting to know is this: did the Great Satraps have a different title then their subordinates or were they all just called Satraps? Same for the provinces, did the Great Satrapies have a specific title or were they all just Satrapies? Hope this makes sense!

Seven "Great" Satraps having under them several "ordinary" satraps each?
I don't know...
Something is not right here.
Maybe it was so for some short period of time somewhere during the early stages?

You see the point of this famous "satrap system" is not to create any person(s) having too much territories under his control. The point is to have a lot of "ordinary" satraps weak enough not to think about challenging the shahanshah.
Sometimes some satrapies were pretty big though. May be these were labelled "great"?
But they did not have any other satrapies under their command if I remember correctly.

There were seven (or so) "Great Houses" - the most prominent influential aristocratic bloodlines of non-Achaemenid origin. But they owned a lot of lands and other property scattered all over the Empire...
