Simple, clear-cut Cultural POD: what if Jerry Siegel and Joe Schuster had been unable to get Superman published?

IOTL, they struggled between 1933 and 1939 to get their project done, starting with the famous "Reign of the Super-Man", in which the "Super-Man" is a villain bent on world domination and has psychic powers, then having six years of hell and failed attempts to get the revamped character, now a hero wearing a blue, red and yellow outfit who can leap over buildings in a single bound and is faster than a speeding bullet, was published by DC comics in 1938.

What if they had failed to get Superman published?

What first comes to mind is that the myriad of other superheroes based on the same archetype might not come to life (Captain Marvel, Wonder Man, etc), and by extension other super-powered heroes who fight crime.

Could this mean that comic books are mostly focused on detective stories, horror and monster stories, sci-fi Flash Gordon epics, etc?

Could this mean that Superheroes might have never existed?
