A world where the Great Depression World War II never happened

Imagine a timeline where in someway the Great Depression World War II never happened.
Now,
how would been the United States in 30s and 40s,in a world like this?

If you've ever seen "Sky Captain and the World of Tomorrow", it could look like that minus giant robots and evil scientists.

To stop the Depression, you'll need a government that supports keeping an eye on the market, government aid and intervention (notably concerning farmers who felt the effects of a depression before the people even thought there was a depression) and regulation rather than the feel good laissez-faire of the 20's Republican dynasty of Harding, Coolidge and Hoover.

Maybe James Cox President in 1920 and reelect in 1924?
Or a good health Teddy Roosvelt that win with progressive party?

Perhaps. You nip a lot of things in the bud if you have Progressive style oversight and intervention instead of laissez faire letting things go wild and then crash.

You have to get him elected, though, which is a bit tricky. He was a far better candidate than Harding and would have made a far better President, but the GOP waved the bloody shirt of WW1 against the Democrats and WW1 managed to rile up the "Return to Normalcy" from Progressivism sentiment in the public, which Harding promised.
