A Weaker English-British Colonial Empire

What if England never founded a strong colonial Empire, the military economy and such is weaker, the monarchy was less influential and the powerful, so the restoration of the Monarchy against the Commonwealth Of England never happens, though even the Commonwealth and Protestants with foreign help could not defeat the Irish and Scottish. England does not colonize the Carolinas and far inland Virginia and New England, the Hudsons Bay Company never forms, overseas colonies are smaller and weaker like in India, only Islands in the Pacific. Due to open land and its potential and with foreign help from allies, Scotland might found some colonies on the East Coast, New France, New Netherlands, New Sweden and Spanish Florida might not fall to England probably, so they will probably expand into the open land. France would be the replacement power of North America. Maybe Portugal might join in on the East Coast which I doubt though. Tell me what you think would happen and your thoughts
 
New Netherland could possibly thrive an expand into what is OTL New England. The French colonial empire would also prosper because there would be no British to compete with and eventually lose to. This means that France would, at the very least, dominate North America for awhile. However, I can see the Dutch becoming a great power to rival the French in the 19th Century when it comes to the Indian Ocean, which I suspect the Dutch would dominate. That being said, the 1800s are so far away from the POD that anything could happen.
