The problem is not removing them.
The problem is that there is no image information below them. Once remove, you will have to recreate the information needed from scratch. Depending on how good your photoshopping skills are that could be very easy or very hard.
Getting it to be geographically accurate is the real trick.
IMO, just find another map.
