A way to dramtically increase India's seats without changing the population?

India has a billion people, yet only 545 seats. In 70 years the number of seats in the Lok Sabha has only increased by around 60. Is there any way to dramatically increase Indian seats without changing the population?

Invest in manufacturing of furniture, specifically chairs.

For a random but more serious answer, go Communist? I mean, the PRC has over 2,000 seats if I remember correctly. Alternatively, stay more/even more British governmentally. The UK has a remarkably large number of seats compared to population. It's possible either of these might have the random effect of increasing the number of seats. Or not.
