Okay, the problem with all the Axis win threads is they miss something, the countries that were in the Axis had NO hope of victory. The reasons why?

Well, so numerous and so repeated that I'll just make this short summary.
1. Have no chance of resource independence.
2. Two of them have extremely low manufacturing capacity, especially for what's expected of them.
3. Underestimating the power of countries like the Soviet Union and the United States.

With that in mind, I'm going to approach this differently. Specifically, I'm going to change the countries that make up the Axis. The only requirement for them being in the Axis is that they're Fascist, under the Robert Paxton definition. That's it. With that in mind, here's the new Fascist Alliance.

1. Empire of Russia
2. United Kingdom
3. France
4. Italy

All of this happens from the Central Powers winning WW1, causing a revanchist reaction among the former Entente powers. Now, because the US never entered the conflict under this scenario, among other things, here are the new Allies.

1. Japan: Has to defend itself against Fascist Russia, along with now Fascist France and the UK, although the latter two aren't as likely. First from Russo-Japan War.

2. Germany: Well, considering its role in the Central Powers, it will be kind of a main target by them in this scenario.

3. Ottomon Empire: It was in the Central Powers. Additionally, everyone will be interested in its oil resources.

That's it. Who else will? AH? They would've broken up by now from internal issues, and the Austria or Hungary by themselves will be rapidly crushed. The US? Somehow, I don't think Germany or Japan will be as easy to sell an alliance with. So, unless this Axis does something like the Holocaust, very unlikely, that is heard by the US somehow, still unlikely, US isn't entering.

In this scenario, well... Russia can't be starved, it can't be drained of manpower, and it can't be easily invaded. Why? It IS resource independent, it has LOTS of manpower as WW2 showed, and has General Winter to frustrate invaders. Additionally, it can feed the oil needs of the UK and France. The United Kingdom will provide the naval support, with a quite powerful navy, especially when working with France. Additionally, both have pre-existing infrastructure to support invasions all over the place. Now Italy... well, it won't be as much of an hindrance as it was in OTL at least for its allies.

By comparison, the Allies will have issues. Germany will be blocked AND assaulted from two sides, and already has to spend tons of manpower holding the empire it currently has. Japan has to deal with a power that has far more resources and industry than it(latter is Fascists did industrialization too), while also having to fight the RN. Finally, the Ottomon Empire will be attacked from Africa, from the Balkans and from Central Asia.

Also, the Axis is likely to include many other Slavic countries this time, as a Fascist Russia will emphasize the whole Slavic Nationalism theme.
