A very boring nation.

What if in 60s UK,for some reason,had not produced nothing of new in music,fashion, art?
No Beatles o,Stones or new music,no carnaby street or peacock revolution,no long hairs,but a quiet,traditional society as in 50s?
Which changes in the western society?
 
A lot of "traditional" culture produced during the period that was drowned out as "irrelevant" and "out of touch" and is now being rediscovered would be more centre stage. Writers -Robert Aickman's ghost stories, L.P. Hartley, Noel Coward, Terence Rattigan, Paul Dehn, R.C. Sherriff, William Plomer, Anthony Powell, Pamela Hansford Johnston. Painters like Eurich and Bawden. And there are similar instances in architecture, classical music etc. The classical traditions never entirely faded away -just weren't seen as "hip" or "with it".
 
Essentially true. George Formby died in 1961, leaving no cultural evolution yet undone. Jon Pertwee will wear tweeds.
If George Harrison does not become famous does he still become president of the George Formby Appreciation Society? It's not in her Wikipaedia entry, but I'm sure that Irene Handl was in the Elvis Presley appreciation society.
 
According to a cultural history I read the three core drivers for the Swinging Sixties were: 1) The Pill; 2) End of National Service in Britain; and 3) Kennedy assassination and increasing US involvement in Vietnam. So delay discovery of the Pill by 4/5 years, don't end National Service and have US take a different political path with no assassination or quagmire of Vietnam. With no gimmick to disguise his proclivities or win him protective fans, Savile gets apprehended early on? BBC stays (reasonably, ITV competition also a factor) high minded and educational? John Lennon a poet and short story writer? Paul McCartney fronting big bands? Che? Che who? Why would anyone want to smoke weeds? And stop calling me Man!

Something slightly wrong with quotes but look on the bright side frustrated progressive. The Swinging Sixties stopped the Trekkies from really taking off. Fandom instead of pop festivals?
