A South American “Japan”?

one part of my ASB ATL, as TTL's version of the Pacific Theater of WW2, which ultimately leads to Cuba being TTL's WW2-era Japan and is occupied by the United States and *Mexico after the war, its military abolished and replaced with self-defense forces
 
I know that you said not to do something like this, but since the POD is after 1900, I don't see any Central or South American nation ever developing a navy or air force powerful enough to be a credible threat to Russia, after over 100 years of American dominance. It takes a while to build up a military

Actually, before the appearance of the White Fleet in the 1890s, the US Navy wasn't that important in the American context.
The USN modernization that took place in the 1885-1895 period was made partly to counterbalance Chile's ships, which were very advanced for the era.

I’m curious – who falls victim to “Cuban Imperialism” in your TL? Japan was surrounded by Asian countries that were in a weaker position than itself, allowing Japan to capture them and attempt to turn them into colonies. OTL Cuba, on the other hand is… not in the same position as Japan. Now I know you said the TL is ASB, but I am still curious as to which countries Cuba occupies.

Cuba conquers the Yucatan and Central America (including Panama), and maybe launching Aleutan-style occupations of the Florida Keys? This is ASB, after all...

no Cuban imperialism; Spain props them up a bit to get back at the US for two wars that they lost against them previously and Cuban airplanes end up bombing Miami in an analogy to Pearl Harbor. but if any countries were occupied, it would definitely be the similarly independent Haitian Empire and Santo Domingo city-state in the immediate proximity; all the rest of teh region is under the control of one power or another

Yeah, between the ACW and the massive modernization that started with the Texas and Maine the USN was a joke compared to the individual fleets of the ABC powers.

Even then, it took till after the Spanish American war for the USN to develop a really respectable expeditionary capacity. Then the Dreadnought came about, and the fleet had to be rebuilt again.
