From Washington to Lincoln the power of the POTUS had been growing within the federal government, becoming the central branch, as opposed to the legislative branch which was intended to be the central branch. After the impeachment of Andrew Johnson the power of the Presidency was greatly curtailed until Theodore Roosevelt assumed the Presidency.
My question is, at what point is it most likely that a second period of congressional dominance possible? My best guess would have to be after Nixon. If Nixon stayed in office long enough for the impeachment to actually occur, that could discredit the presidency to such a degree that congress takes back power to the extent they did after the civil war. What do yall think?
