A "Saner" Soviet Union

And how would the USSR enforce it if the guys already in Germany, the United States or Lebanon?

As for the single points:
1) Supporting guerillas wasnt exactly a stroke of genius by the USSR (seems like a pretty obvious course to go to me), but it did help teh Easts position greatly, because as was said, guerillas are cheaper thanc onventionala rmies. Yes, it also did heighten tension in teh Codl War, but you cant make the Cold War go away anyways.
5) Oh man, thatll lead to some revolts... that was so to say the USSRs welfare system. Without that theyll have to have a real welfare system, or as said face some riots.

A real welfare system would cost less than hiring unproductive workers. That's the only reason capitalism has a welfare system. Compare Japan, where if you have someone in your family who's mentally ill or retarded they're often given a phoney "job" making paper airplanes or the like with real wages to keep them out of other people's way.... Probably keeps some aspects of society calmer but must be pretty expensive....

OK, this seems fun...

I'm very interested in the idea of the Soviet Union doing a 'reversed China' - as you explained a couple of posts back, keeping the idea of government ownership of production (and bringing in the co-ops, which sounds great), but freeing up politically. I'm just wondering how you do this without people thinking "hey, this is supposed to be a socialist paradise - why should we list to the government if they've been lying to us?"

Maybe better is for the POD to be the "Secret Speech" of 1956(?), but much more emphatic... blame all the problems on Stalin, then lay out these proposals before the whole nation.
