Well, you'd probably need to have Nelson first.
In 1968 Nixon suffers a heart attack and either dies, or is forced to drop out. George Romney after his "brainwashing" comments leads to Rockefeller 11% write in, in New Hampshire, being pushed to a write in victory for Nelson over Reagan, Romney, and Stassen. He then declares his candidacy and is able to win the primaries in a tight race over Reagan.
Rockefeller runs as an "anti-war" Republican against Humphrey and wins in a close race. He's reelected in 1972 and ends the Vietnam war by 1970.
But, if Nelson is elected in 1968 (which is the only plausible time) then that means Winthrop, who died in 1973, will never be able to be President so...
Jay Rockefeller is elected in 1992 as a Bill Clintonesque southern Democrat.

Rockefeller would have to become antiwar in that case. OTL, he was not. Remember, Kissinger was HIS advisor before going over to Nixon.

Might Winthrop's cancer just be butterflied away? If not, what about David Rockefeller?
