A Realistic Probability Broach TL

What if as in L. Neil Smith's Probability Broach, the Whiskey rebellion had been longer and the Federal soldiers had mutinied, marched on Philadelphia and killed George Washington and then tossed out the Constitution and restored the Article of Confederation? What would be the actual effects?

Well, certainly not that Hogwash cracktopia that Smith envisioned.
 
Trying to imagine what would inspire that to happen. Its not working too well.

So until then, I'm not sure what would come out of it.
