A Question on the Administration of the New Hebrides

The New Hebrides, now called Vanuatu, were an Anglo-French "condominium" where both countries administered the islands, operating parallel system of justice, education, and taxation. Since all the sources I've read seem rather vague on this, were the New Hebrides split down the middle, or did the French and the British exercise dual control over the same land?

Dual control over the same territory; a French government for French citizens, a British government for British subjects, and the natives/locals got pretty much equally ignored or taken advantage of by both powers.

Similar set-up to the Anglo-Egyptian condominium over Sudan.

It was more than a protectorate, less than a dependency; lots of odd sorts of statuses came in during the weirdness of late Nineteenth Century European imperialism.

The princely states in India; the British "African" protectorates completely surrounded by South African territory, the condominiums, the Trucial Coast, etc.
