Alright, so I'm working on a map and a base TL to go with it, however among various dilemmas I've run into is the Low Countries.

The PoD is in the late 14th/early 15th century and some of the marriages that happened IOTL did'nt/they did'nt produce an heir which eventually leads to a situation where the Duchy of Burgundy falls into chaos in the late 1570's when the King dies without an Heir leading to France claiming the French portion which then leads to a multisided war in which France comes out the winner and leads to it being awarded all of the French territories of Burgundy as well as a good chunk of what would be OTL Belgium, however as part of the peace settlement aside from the Duchy of Luxembourg going its own way the rest of the Burgundian Netherlands, an area comprising the Duchy of Brabant, half the Duchy of Flanders, the Duchy of Limburg, the County of Namur, the County of Zeeland and the County of Holland (absorbing bordering areas over the following centuries) is formed into a neutral Kingdom of Holland.

Now my question is who would most likely be given the throne as the Burgundians are automatically out and the House of Valois and House of Hapsburg are as well as either being on the throne would go against the idea of its neutrality.

Edit: For the sake of clarity the Kingdom of Holland is the area shown in purple in the below map.
