A 'Putin' in other countries?

Silvio Berlusconi's governments in Italy had some features that suggest similarities to Putin. While Putin's system is a power conglomeration of state bureaucracy, secret service and top-ranking oligarchs, Berlusconi combined politics with media powers, with him in charge of all major television channels. Berlusconi also altered Italy's political landscape, with all parties now being dominated by patriarchal types. I guess that Putin's system will also outlast the man himself.

It was for 'only' 16 years but Helmut Kohl had been Chancellor from 1982 to 1998.
Right, but I think the OP means in countries in which indefinite reelection isn't possible. Otherwise Germany takes all the prizes in long lasting chiefs of State

Would we be able to get Hillary Clinton elected in 2000? I'm guessing not, but it would be interesting to see the Clintons in charge for 16 consecutive years

William Haig would fit the bill. Conservative, has an interest in foreign affairs, bald, rather bland but functional... Have the 2001 elections go a little better for the Conservatives, have them hold in the 2005, and maybe in 2010...
