A pro-German Intermarium is created after Germany wins WWI

Because they wouldn't be able to protect themselves from Russia by themselves.
The combined power of all the small Eastern European puppets wouldn't be considerably smaller than that of a united unstable Intermarium.

Not that Russia would be of any threat to Germany in a CP victory world, but that is a whole another can of worms.

Not in the near-term; however, the long(er)-run is a totally different can of worms (especially if Russia gets to keep oil-rich Baku). Basically, even after enduring a Brest-Litovsk-style peace treaty, Russia will still be more populous than Germany--which is why fully harnessing the power of Germany's Eastern European puppet states is so important here.

Mitteleuropa would presumably involve military cooperation among it's members. I wouldn't overestimate the effectiveness of a hypothetical Intermarium army and compared to national armies, either - remember what happened to Austro-Hungarian army and it's language problem?

Russia is not going to keep Baku, Brest-Litovsk would take it away.

I already proved in another thread that a post-Brest Litovsk Russia would have a population roughly equal to that of Germany, and this Russian population is far, far poorer than the German one. It would take them decades to even consider challenging Germany.

Maybe, maybe not. I've heard that the Germans were pissed off at the Ottoman Turks when they captured Baku.

Post-Brest Litovsk Russia ends up left with 80 million people. Germany, meanwhile has 67 million people, not counting likely annexations in the Baltics, Belgium and Lorraine. As well as all of their puppets and dominated neighbouring countries.
Viriato states here that Russia's 1916 population was 181.5 million, though:

Thus, we're looking at 180 - 80 = 100 million people for Russia in this TL.

Yes, certainly.

In addition, the Russian Civil War will cut off about 5-10 of those millions.

Probably. However, Russia would still likely have a higher population growth rate than Germany would have during this time.
