A Pre-1914 Pacific War

One of the major subtropes in American "invasion literature" of the late 19th and early 20th Centuries was a Japanese-American War for control of the Pacific which in reality would not happen til 1941. How could you get a Pacific War between Japan and the United States to break out sometime between 1890 and 1914? If so, how would the war be fought and who would be triumphant? What would be the long-term consequences?

You would need earlier Russo Japanese and Sino-Japanese wars so Japan can focus on the Pacific . Another issue is Japan is dependent on American and British loans which are going to stop once war break.
