A Palace of Culture and Science in Berlin?

Suppose that forever reason Stalin or the Soviet Union decided to offer a 'gift' in the form of the current Palace of Culture in Warsaw, or otherwise some other equivalent Stalinist architectural monstrosity not to the Poles, but to the citizens of East Berlin? How would it affect the development of the city and its denizens in any way? Or, if it's more interesting, what would be required for this to happen?
 
More emigration from the East to West as the Germans struggle to get as far away from it as possible?:cool:

I think Stalin might take the opportunity to build over older German buildings if they are destroyed. Say a few dozen 122mm shells smash into the right parts of the Reichstag. Stalin might decide to build a new "German People's Congress" over the site.

It would be in "Berlin-Mitte". Either the site of the former Prussian Royal Palace (to be reconstructed during the next year, demolished in 1950 and used for a quite similar project, the GDR's "Palast der Republik"), or the site of the GDR-built 1200ft TV-tower, next to the Alexanderplatz.

The Reichstag stand out of the question as it was in West-Berlin.

Apart from architecture, I doubt that there would be enormous changes due to such a project as it wouldn't change the overall socio-political situation in the GDR.
