A new ordering of the world

In light of the attempted coup in August 1991, the Bush administration puts into place plans to help keep the world in order, a regional strengthening of powers. India is offered 2 Colossus class aircraft carriers and 2 Moskava class helicopter carriers, with their 1 Majestic class and 1 Centaur class carrier they will have 6 ships carrying aircraft/helicopters. To replace the ships that Argentina and Brazil sold to India, the US sells Argentina 3 old Essex class carriers and Brazil 2 Midway class carriers and 2 Essex class carriers. Besides the 2 Moskavas bought from the Soviet Union, arrangements are made for them to buy the following cruisers; 4 Kynda class, 4 Kresta I class and 10 Kresta I class.
 
When some in Congress questioned the moves of the Bush administration, a closed session was held with House and Senate leaders. Among the topics discussed was that maybe in the future Soviet help/compliance could not be counted on. So a plan to use regional powers is being put into place. Helping India may bring them out of a Soviet lean and India is at odds with the PRC and after 1989 should they be publicly trusted? The sale of the ships could help Argentina, Brazil and even the Soviet Union. The administration's goal for Latin America is to have an alliance similar to NATO and eventually a all hemisphere free trade zone.
 
Cool timeline, sounds promising. So if Argentina, Brazil and India are getting more weapons, I guess the ranks of the "world's policeman" have expanded by three. This could make the UN Security Council (UNSC) more of a "Congress of Manhattan" to divide the world into spheres of influence through an informal alliance system rather than the looser diplomatic forum the UNSC is OTL.
 
US while trying to woo India arranges for Pakistan to buy naval ships incase unsuccessful with India. US sells additional ships to Latin Allies, upgrading their capacities while reducing cost of keeping ships. To counter future Iranian threats or resurgence of Iraq, multi-country Islamic force formed and stationed in Arabian Peninsula.
 
On the diplomatic front, negotiations with some countries in Central America resulted in the foundation of the United Central American States, consisting of Guatemala, El Salvador, Honduras and Costa Rica. A free trade agreement and military alliance with the US was established. When a non-communist government is established in Nicaragua it had a member granted. The government was patterned on the US. One of the first deals was for the Northrop F-20 Tigershark to be the principle fighter for the new nation. Surplus Knox class frigates were also supplied.
 
The problem with giving Argentina more weapons is the predilection to use them. I don't think Great Britain will be too enamored of this idea, especially this would come approximately a decade after the Falklands war. The temptation will be strong for Argentina to try them out in the Falklands.
 
While Britain might not be happy with Argentina getting new weapons the sale of some of their older ships, tanks and planes will allow an upgrade of their own armed forces.
 
After discussions with the French, negotiations start in late 1991 for a new nation in Africa, the Republic of the Sahel. French military backing and protective alliance. It consists of Chad, Mali, Mauritania and Niger.
 
The problem is this: Ships cost money that none of those nations at that time can afford.
Period.

Essexs? Haha, no. Same with Midways. Brazils' gotten out of the Carrier game recently, because they couldn't afford the one they had. The cost of a ship is not it's build cost, but it's total cost of operation, and the older it is, the more it costs. Essexes are too old, 2000 crew, and even SCB'ed aren't really worth it. Midways were being retired for a reason.

Think about it. Only Lexy is in service as a training carrier, of the Essexes, and she's to be retired that year. Folks? Warships have an effective lifespan of about 50 years, metal ones, give or take. You can push it, but it's the hull erosion and damage that'll finish them off. NONE of those nations can afford 6 carriers, not of that age, and even if they were brand new America/QE equal designs tonnage/payload, crew, it'd be difficult for them.

Putting aside "Where's their drydocks" etc, etc. Yeah, no. Won't work. There's a big reason only the US has built 100,000 ton monsters of supercarriers, and China's just supposedly building one.

Russia built two 60,000 or so ships ton ships, China has one of them, and one of their own launched. Britain has two, France 1. IIRC, India's building two. Now. the US has that number, PLUS her supercarriers. But, realistically, no one can afford in 1991 those ships At All.
 
Early in 1992, a dream of many in Africa comes true. The collapse of the Soviet Union leads many nations to reevaluate their relationship with the United States. In Africa the East African Union is born. Kenya, Tanzania and Uganda agree to a federation. Foreign dept is partially forgiven and an increase in US aid. With two new African nations; the Sahel and EAU the US looks work in northern and southern Africa.
 
Even though President Bush loses 1992 election, President Clinton continues policy. In the summer of 1993, the United Gulf States (UGS) is formed, uniting Oman, the UAE, Qatar, Bahrain and Kuwait. A federation similar to the UAE with more autonomy for member states. The new country believes it can not be easily overrun by Iran or Iraq.
 
The Clinton administration enters into secret talks with China. For the US, the goal is to end the suspected North Korean Nuclear Weapons Program and if China can stop it, the US will have no problem with Chinese expansion into Central Asia. Mongolia, Kazakhstan, Kyrgyzstan, Uzbekistan and Turkmenistan would be in the Chinese Sphere of influence and economic or political union would not be opposed. China agrees with the proposal.
