Chapter Thirty-Three – A Return to Normalcy
Arnold would be both a return to what came before and something new to America. His first act was to remove the race acts which gained him popular support. Free to speek again, the newspapers bashed the democratic-republican party which in 1818 would reform into the republican party with any connections to Monroe completely severed. Arnold’s cabinet would also be a return to normal though the compromise of 1816 would see him working with Hamilton once more. The cabinet would include:
Secretary of War: Andrew Jackson- Jackson was no stranger to fighting. He had served in France aiding the king alongside other troops, had been at the invasion of Haiti and had aided settling a land war between natives and Americans in Kentucky. Jackson was selected to be Secretary of War for his new ideas. Like napoleon in Europe, he empathised artillery and would begin the progress of adapting new ideas into the army such as rocket artillery. Jackson would strive to keep the American army running smoothly and effectively.
Secretary of State: John Quincy Adams- John Adams had only ever had a little role in the Washington cabinet. Arnold moved to change that with his son. Considered the Monroe of the federalists. Quincy Adams had been vital in Europe. He would open relations with Frederick William III of Prussia who gained a better position in the world next to the larger Austria. He also became the first Secretary of State to open up Scandinavia to trade with America .
Secretary of the Treasury: Alexander Hamilton- Monroe had attempted to fold the role of Treasury into the office of president leaving the seat empty for four years. Hamilton would return to the role he had first started in the 1790s now with new ideas. Working on the idea of new democracy, Hamilton would implement the first basic wage package for all government officials, introduce new road taxes and begun the tradition of having famous faces on bank notes. With Hamilton back in power, for the first time since its creation the national debt was solved.
Secretary of home development: Philip Hamilton- Two Hamilton’s on the cabinet was considered extreme to some and though he was put there by his father Philip was not unexperienced. Though his father wanted him to be a lawyer Philip became what could be known as a businessman. He had worked with the home department since 1803 working on manging port and road construction. Philip was considered a smart choice for the role. He was smart but cautious. He was the first secretary to begun expanding infrastructure into the new territory allowing American colonists to expand further outward.
Secretary of the Navy: Robert Fulton- Arnold also saw the navy as the future but foresaw one were wind was not the main source of power. The navy had to change to keep up with the British threat in Mexico to this end Robert Fulton became Secretary of the Navy. The success of his steamboat had already changed river traffic and trade on major America n rivers. Now he applied his steamboat ideas to the navy, slowly but surely over the years creating a new fleet of steam powered ships. He also began work on early visions of the submarine and the world's earliest naval torpedoes.
