A New Beginning - Our 1992 Russian Federation

Just copy current Chinese LGBT rights with some changes. They are legally recognised, can have live-in relationships, serve in the army but can't display their affection, and can't adopt. Transgender as a third gender, same-sex union is unrecognised but has a legal guardian system and adopts an anti-gender discrimination law. Sex reassignment surgery is allowed, but minors can't apply.
Currently we have no LGBTQ rights, so all these rights must be implemented slowly.

Honestly, LGBT people are such small part of the population that imo its unwise to rock the orthodox russian boat for them.

As much as I would like to expand the rights of the LGBT population, we have to be realistic, and doing so in Russia would be very complicated, to put it mildly. But I also don't want to give in, sit back and say it can't be done, since there are only two things that have no solution in this life (death and problems with taxes), and this is not one of them.
Firstly, it would be convenient, if it is not already, to remove the crime of sodomy from the Penal Code.
Secondly, not legalize marriage, but civil unions with a character analogous to marriage, thus offering de facto couples protection in legal issues such as inheritances, separations and settlement of common accounts...
Thirdly, they will not be able to display affection in public places; it will not be punishable for them to do so in a private environment (home, hotel room...).
Fourthly, they will not be able to carry out adoptions, but they will be able to have a system analogous to sponsorship (a bit in the Catholic sense of being a second father/mother) with orphans, abandoned children... In which a homosexual couple could finance their studies, maintenance, on weekends they will be able to go to events, parks, cinemas... And when they come of age, they will be able to adopt the surnames of their godparents, for all legal purposes (although in registration, they will not be able to appear as parents), with the condition that the minor accepts this sponsorship.
Fifthly, allow the establishment of LGBT-friendly venues, without preventing the emergence of neighborhoods with entertainment, businesses run by and for LGTB people (a bit like Chueca in Madrid or the Castro neighborhood in San Francisco).
Sixth, prohibit any discrimination against the LGBT community. Although it will not be mandatory to recognize oneself, attacks or discrimination against those who do so will not be tolerated.
Seventh, allow sex change surgery from the age of 21, but from the age of 19, you can change your name.
Eighth, remove the consideration of mental illness from transsexuality, homosexuality...
All these measures would have to be implemented gradually (especially the fifth)
 
Here, something simple and basic that give flexibility to the more modern region of Russia without causing rift to the more regressive ones while providing a good coverage to protect LGBT peoples.
Can even be implemented gradually in that order to avoid too much upsetting

-Decriminalize homosexuality
-Remove homosexuality from mental illness
-Prohibit discrimination against LGBT community
-Allow individual Republics, Krais and Oblasts to provide Civil Unions if they want for LGBT couples
-Allow individual Republics, Krais and Oblasts to allow sex changes for adults if they want
-Allow venues and display of homosexuality

Please write down, what LGBT rights should the new Russian administration under President Nabiullina pursue?
Removal of sodomy from the penal code. Non-discrimination in housing, Job hiring, Job status (You can't fire someone if you find out they're gay.) Some type of legislation that focuses on hate crimes. I understand we can't come out of the gate full on giving rights to LGBTQ community progress in this area with stuff like gay marriage, adoption etc. Progress must be made slowly to give people a chance to adapt (As much as I loathe having to give bigots a chance to adapt.)
So for right now only pursue those that I've mentioned I agree with what somewhat with what @Red Angel said that if you go too fast backlash will be swift and the first thing that a conservative will do is just roll back all those rights and the LGBTQ community will just be right back to where they started.

I think this would be the best idea, going for gradual implementation to allow a slow but steady progress without hopefully risking too much backlash.
