A much more modest ACA

The biggest issue with healthcare reform, or tbf reforming any number of other economically parasitic sectors is both parties deciding to aim for the upper-middle class's vote. Why/ the UMC would lose under any healthcare reform proposals -- higher taxes, more uppity proles/middles, less economic leverage to use against their children/employees to force compliance.

Because old people and upper middle class people vote en masse. UMC also donate/live in the same social strata as Congress so their voices have both weight and frequency.

I don’t think it’s quite that bad. For example, most people with good, upper middle class corporate jobs don’t like the corporate bureaucrats in “Human Resources” (and that was supposed to be a positive name! :openedeyewink: )

But it is bad enough to block most positive reforms.
 
Once you have the mandate, and the accompanying regulatory apparatus, and once you have broad basic coverage mandates, you've replicated the OTL situation.
