Let's imagine that FDR decided that money was no object when it came to pulling the country out of the depression. What public works could be done?

The ones that spring to mind:
-An Interstate highway system
-The St Lawrence Seaway
-a 10 square mile extension of Manhattan
-A massive expansion of New York's subways
 
The Supreme Court is not in charge of the Federal Budget.
But the Court can and during this era did rule using very narrow interpretations of the Commerce Clause and the General Welfare Clause for how the budget could function both in the powers of revenue and spending.

I don't recall the court ever striking down any public works projects, and anyway, the time when the court started deferring to the White House, 1937, is roughly when FDR IOTL dialled down the pump priming.
 
You could also spend more money on naval construction projects. They're great, need a lot of parts from all across the nation, need to employ a bunch of workers for a year or more, that sort of thing.
